Everyone who is a high-ranking executive of Shamballa Cooperation has a suite here, the entire top floor is home to Dante Shamballa herself. There is rumor that the basement of this 16 story building is the sourse of the rare hybrids that lurk around Amestris.

A popular spot for people, seeing as television no longer exists aside for a few DvD's and Blurays lying around, to get some cheap entertainment. Like the arena in the time of the gladiators, this is where Shamballa Inc. pits animals against each other and even against criminals. Once in a while they hold contests where the winners could win a suite in the Tower.
